Free Voucher From Google Adwords

Today is really a surprise. When I would open the front door, I saw an envelope lying on the floor near the door. It turns out an envelope that was sent by google. Once opened it turns out the contents of a voucher that can be used to advertise on google adwords. The number of vouchers that I got pretty good value. Here is a photo of the voucher.

I do not know what strategy will be done by google to the next. I think this is a form of promotion that will attract more customers to sign up for google adwords. But I do not know anyone who got this voucher? I myself was in Indonesia. Could it be only in Indonesia? Could this is the first step to open a google advertising services in Indonesia? Or Is this a result of the many competitors?
